Prime Minister Yasuo Fukuda held a meeting of the Headquarters for Promoting Measures for Persons with Disabilities at the Prime Minister's Official Residence.

At the meeting, the new Five-Year Plan for Implementing Priority Measures covering the period from FY2008 to FY2012 was formulated in line with the Basic Programme for Persons with Disabilities. The Plan sets out measures for 120 items in eight areas, such as a measure to enhance the consultation system for disabled persons centered on assistance councils of the regions. It also stipulates numerical targets for 57 items, including the target to increase the number of disabled persons in employment to 640,000 by 2013.

Prime Minister Fukuda said in his address, "I ask each Minister for their efforts to ensure the steady implementation of the Plan," for the realization of a society of mutual cooperation, in which all people, both with and without disabilities, respect others' personalities and characteristics, and support each other, based on the principle of self-reliance and mutual cooperation.
