On this round, 43 plans were certified, including the one of Shibata Town, Shibata County, Miyagi Prefecture, entitled, Special Zone in Shibata Town for the Extension of Appointment Period of Temporary Healthcare and Childcare Staff as Part of Measures against the Decreasing Birthrate, and the one of Tottori City, Tottori Prefecture, entitled, Basic Plan for Revitalizing the Central Urban Districts in Tottori City.

In his address, Prime Minister Fukuda said, "Today, I was able to learn about various activities that make a full use of the characteristics of the regions, and I reaffirmed the crucial importance for the people in the regions to take the initiative in the regional efforts, as they have a thorough grasp on their community. We should always keep in mind what the Government should do to support these initiatives so as to develop them into a larger movement." Then the Prime Minister handed the certificates to heads of local governments.
