Prime Minister Yukio Hatoyama held the fourth meeting of the Local Sovereignty Strategy Council at the Prime Minister's Office.

The agenda of the meeting included consideration for introducing block grants, report on the points of controversy in reforming regional offices, revision of the system of obligations (gimuzuke) and frameworks (wakuzuke), and progress of the transfer of authority to basic municipal units.

At the start of the meeting, Prime Minister Hatoyama said in his address, "I would like to have strategy guidelines compiled during this summer. I am very encouraged to hear extremely enthusiastic discussion toward this end. I sincerely expect to hear again today some lively discussion on the introduction of block grants."
