Prime Minister Shinzo Abe delivered a speech entitled "Invitation to Cool Earth 50" at the dinner for the International Conference on "The Future of Asia" held by a newspaper company at a hotel in Tokyo.

At the beginning, Prime Minister Abe appealed for the need to "create a new framework which moves beyond Kyoto Protocol, in which the entire world will participate in emissions reduction" as an issue associated with global warming countermeasures. He noted that "There are, by and large, three concerns that have been raised about our endeavor. I am convinced, however, that we can overcome these concerns."

Specifically, Prime Minister Abe presented three pillars in a package of proposals entitled "Cool Earth 50," which also form the centerpiece of his initiative-the 21st Century Environment Nation Strategy. The three pillars consist of: a long-term strategy aimed at global reduction of greenhouse gas emissions; a proposition of three principles for establishing an international framework to address global warming from 2013 onwards; and launching of a national campaign to ensure that Japan achieves the Kyoto Protocol target.

In closing, Prime Minister Abe expressed his determination by saying, "I will continue my efforts based on my proposals, and aim to produce fruit at the G8 Summit in Toyako, Hokkaido, next year. I ask for your understanding and cooperation in this endeavor."
