Nuclear Energy Disaster Prevention Drill

A Nuclear Energy Disaster Prevention Drill was conducted at the Prime Minister's Official Residence.

The drill was based on a scenario in which a serious leakage of cooling water had occurred at a nuclear plant in Ehime Prefecture at 8:00 a.m., and due to subsequent serial breakdowns the emergency cooling functions for the reactor core were entirely lost, resulting in a state of nuclear emergency. The national government, Ehime Prefecture, and related local municipalities conducted the exercise jointly.

Immediately after the start of the drill, Prime Minister Shinzo Abe received a report on the circumstances of the accident and a proposal of orders to address the nuclear emergency from the Minister of Economy, Trade and Industry. Prime Minister Abe also received a report from the Minister of State for Disaster Management on the status of dispatching experts to the affected areas. Prime Minister Abe then issued a Declaration of Nuclear Emergency Situation and ordered relevant organizations to make every effort to offer adequate information to local residents.

In response to this situation, the Government Countermeasure Headquarters for the Nuclear Disaster was established. The headquarters then held its first meeting, attended by relevant ministers.

At the meeting, the Minister of Economy, Trade and Industry, who served as the deputy head of the Headquarters, reported on the status of the accident. Thereafter, Prime Minister Abe, along with Mr. Kozo Yamamoto, the Senior Vice-Minister of Economy, Trade and Industry, serving as the head of the Local Headquarters, and Mr. Moriyuki Kato, the Governor of Ehime Prefecture, familiarized themselves with the situation on-site, quickly responded to requests for assistance, and ordered the Local Headquarters for Disaster Control to promptly take necessary steps.
