On February 2, 2021, the Prime Minister held the 54th meeting of the Novel Coronavirus Response Headquarters at the Prime Minister’s Office.
 
At the meeting, the participants discussed the response to the novel coronavirus disease (COVID-19).
 
Following the discussion, the Prime Minister said:
 
“Since the declaration of the state of emergency last month, the daily number of newly confirmed cases nationwide, including in Tokyo, is on a declining trend, and the current set of measures focused on the shortening of business hours of dining and drinking establishments are believed to be having an apparent impact. We must maintain this declining trend and continue to reduce the number of hospitalized patients and patients with severe symptoms.
 
Therefore, regarding prefectures subject to the declaration of the state of emergency, we have decided to lift measures in Tochigi Prefecture on February 7, making it 10 prefectures that are subject to the state of emergency: Saitama, Chiba, Tokyo, Kanagawa, Gifu, Aichi, Kyoto, Osaka, Hyogo, and Fukuoka. We have also decided to extend the period during which the emergency situation measures are being implemented to March 7.
 
We will reinforce existing measures and continue to make efforts to significantly reduce the number of patients.
 
For prefectures where the infection situation and other factors improve, we will gradually lift the state of emergency, without waiting until its completion date set on March 7.
 
Against this backdrop, we will work as one with local governments and exert every effort to secure hospital beds, ensuring that necessary medical treatment is provided to those who need it.
 
I ask each minister to continue to thoroughly implement measures, following today’s decision, to protect the lives and livelihoods of the citizens and exert every effort to reduce the number of infections.”
