On October 23, 2020, the Prime Minister held the 17th meeting of the Headquarters for the Promotion of the Tokyo Olympic and Paralympic Games at the Prime Minister’s Office.
 
At the meeting, there was a report on the situation regarding measures to counter the novel coronavirus disease at the Tokyo Olympic and Paralympic Games.
 
Based on the reports at the meeting, the Prime Minister said
 
“We intend to hold the Tokyo Olympic and Paralympic Games as proof that humankind has defeated the novel coronavirus, making them an opportunity to demonstrate to the world the current feature of disaster-affected areas achieving marvelous reconstruction from the Great East Japan Earthquake. With that resolve, all the relevant parties must work as one and prepare for the Games to be held from July 23, 2021. In particular, regarding measures to counter the novel coronavirus disease at the Games, we established a coordinating meeting comprised of the relevant ministries, the Tokyo Metropolitan Government, and the Tokyo Organising Committee. In particular, we have presented the framework for the entry of the athletes to Japan, and the direction of comprehensive measures covering their entry, their visits to the respective Home Towns, the period during the Games and their departure.
 
Moving forward, we also need to review relevant issues, such as infection control measures for officials and spectators, the responses to be taken by local governments, the framework of testing, and the medical and public health structures.
 
I ask each minister to exert every effort to advance existing initiatives, including cyber-terrorism countermeasures, security and logistics, while making all out efforts to advance preparations with Minister Hashimoto towards the interim review scheduled to take place this year.”
