On June 10, 2020, the Prime Minister held the 45th meeting of the Council on National Strategic Special Zones at the Prime Minister’s Office.

At the meeting, the participants discussed the certification of special zone plans, the evaluation of designated zones, and an additional issue related to regulatory reforms, as well as the Super City Initiative.

Based on the discussions, the Prime Minister said,

“In the face of the current crisis, we will advance bold regulatory reforms all at once that anticipate the future, even for the sake of creating a new normal for everyday life. We must turn adversity into opportunity and undertake bold reforms.

Super Cities are the perfect representative of such efforts. The Super City Bill was passed in the Diet recently, and today, we made a decision on the framework of the relevant government and ministerial ordinances as well as the time frame of our future work. I ask the relevant ministries and agencies to join forces and work steadily towards the materialization of a Super City we can boast of to the world.

Moreover, as we spread a new mode of daily life, we must firmly advance regulatory reforms towards making more active corporate investment in agriculture such as farm lands, which we discussed today, and introducing new technologies actively, such as those related to compact mobility, in addition to the introduction and diffusion of online medical consultations and distance education.

We shall further accelerate reforms of bedrock regulations by applying the revised and enhanced National Strategic Special Zones Law. I ask Minister Kitamura and the relevant Ministers, as well as the relevant ministries and agencies, to work as one and exert every effort.”
