On February 19, 2020, the Prime Minister held the sixth planning meeting on a social security system oriented to all generations at the Prime Minister’s Office.
 
At the meeting a discussion was held on increasing the productivity of nursing care services.
 
Based on the discussion, the Prime Minister said,
 
“Today we held a discussion on nursing care services. In the field of nursing care, it is important to establish the foundation for providing care services, as well as recruit and retain caregivers, while ensuring the sustainability of the system itself.
 
In light of the views expressed by the private sector members today, we will respond to the increase in demand while maintaining the quality of services, making use of technologies such as sensors, so as to reduce the burden on caregivers.
 
Furthermore, to enable caregivers to focus on providing services to users, the Government will simplify administrative documents and provide a standard format for documents whose formats vary among local governments.
 
Moreover, so as to allow care service providers to respond easily to the needs of users in a creative manner, we will strengthen our efforts to secure incentives to work on materializing independent lives for users. We will also make the relevant rules clearer so that service providers can flexibly mix their services with those not covered by health insurances in response to the needs of users. Furthermore, we will advance the management of big data in this field so as to measure the impacts of care services more accurately.
 
We would like to advance our review towards the compilation of the final report this summer, listening to the views of the ruling parties. I ask the relevant Ministers, including Minister in Charge of Social Security Reform Nishimura and Minister of Health, Labour and Welfare Kato, to advance your respective in-depth reviews.
