On September 3, 2019, Prime Minister Shinzo Abe held a meeting of the Intellectual Property Strategy Headquarters at the Prime Minister’s Office.
 
At the meeting, a discussion was held on the Cool Japan strategy, the holding of a planning committee, and other matters.
 
Based on the discussion, the Prime Minister said,
 
“Today, we have adopted the Cool Japan Strategy, which is the first of its kind as the Government’s strategy.
 
Cool Japan is a policy that contributes not only to economic growth but also to the strengthening of Japan’s soft power, and is an important policy for maintaining Japan’s presence in the international community.
 
In addition, local communities and small- and medium-sized enterprises can connect directly with the world. By effectively communicating their charms to the world, we can also bring about regional revitalization across the whole of Japan.
 
This month, the Rugby World Cup will be held in Japan for the first time, and the Tokyo Olympic and Paralympic Games will take place next year. In 2025, the World Expo will take place in Osaka, Kansai; over the coming 5 to 6 years, Japan will be drawing attention from around the world. We must take full advantage of these opportunities. The members of this Headquarters have given us various comments. We formulated this strategy based on them. It is important that, I believe, we implement policies based on this strategy.
I ask the relevant ministers, in particular the Minister of State for ‘Cool Japan’ Strategy, to eliminate government silos and work as one on this matter, taking this opportunity and promoting various initiatives based on the strategy we have decided today.”
