[Provisional Translation]

On August 29, 2019, Prime Minister Shinzo Abe, who is visiting Yokohama City in Kanagawa Prefecture to attend the Seventh Tokyo International Conference on African Development (TICAD 7) and other events, attended “TICAD7 Plenary 3: Public-Private Business Dialogue,” held meetings respectively with H.E. Mr. Roch Marc Christian Kabore, President of Burkina Faso, H.E. Mr. Ismail Omar Guelleh, President of the Republic of Djibouti, and then received a courtesy call from H.E. Mr. James Wani Igga, Vice-President of the Republic of South Sudan. After that, the Prime Minister held a meeting with H.E. Dr. Abiy Ahmed Ali, Prime Minister of Federal Democratic Republic of Ethiopia.

Afterwards, the Prime Minister attended a Special Conference on Peace and Stability in the Horn of Africa and the Neighboring Region, and then the Japan-Africa Business Forum held by JETRO. Following that, Prime Minister Abe held meetings respectively with H.E. Mr. João Manuel Gonçalves Lourenço, President of the Republic of Angola, H.E. Mr. Aristides Gomes, Prime Minister of the Republic of Guinea-Bissau, H.E. Mr. Jorge Bom Jesus, Prime Minister of the Democratic Republic of Sao Tome and Principe, H.E. Mr. José Ulisses de Pina Correia e Silva, Prime Minister of the Republic of Cabo Verde, H.E. Mr. Muhammadu Buhari, President of the Federal Republic of Nigeria, H.E. Mr. Paul Kagame, President of the Republic of Rwanda, H.E. Mr. Macky Sall, President of the Republic of Senegal, H.E. Mr. Issoufou Mahamadou, President of the Republic of Niger, H.E. Mr. Faustin Archange Touadera, President of the Central African Republic, the Honorable Pravind Kumar Jugnauth, Prime Minister of the Republic of Mauritius, H.E. Dr. Hage G. Geingob, President of the Republic of Namibia, and H.E. Brigadier General (Rtd.) Julius Maada Bio, President of the Republic of Sierra Leone.

Lastly, Prime Minister Abe held a banquet, where he said,

“Ladies and gentlemen, three years have passed since TICAD VI in Kenya. I am pleased to have a dinner with so many of you here like this.

Today, I had opportunities to talk with so many African leaders, including those at the Japan-Africa Business Forum. I could feel just how Africa has largely progressed and further developed its brilliance over the past three years.

I also felt that there is plenty of room for Japan and Africa to become even closer. I am aware that, after completing the busy program for the whole day, all of you must feel hungry. I believe that my shorter speech is better.

Tonight, we have prepared a dinner that adapts essences of Japanese cuisine by making extensive use of specialties from different regions of Japan. We pair sake specially selected from all over Japan with each dish. Information on these sake is on the menu in front of you.

Please enjoy one of the forms of washoku Japanese cuisine, which has been designated an Intangible Cultural Heritage by the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Another representation of Japanese culture is the kimono. After this dinner, there will be a fashion show parading colorful kimonos with designs inspired by each country of Africa.

Now, I would now like to propose a toast to the further development of the partnership between Japan and Africa, and to the health and success of everyone here today. Kanpai.”
