On June 5, 2019, Prime Minister Shinzo Abe held the 28th meeting of the Council on Investments for the Future at the Prime Minister’s Office.
 
At the meeting, a discussion was held on the draft Long-Term Strategy under the Paris Agreement as Growth Strategy, and the draft action plan of the Growth Strategy.
 
Based on the discussion, the Prime Minister said,
 
“Today, we first held a discussion on the Long-Term Strategy under the Paris Agreement as Growth Strategy. I ask Minister Seko to advance reviews on the issues related to our energy policy, which the business community raised at this meeting.
 
With respect to our responses to climate change, the Government will work as one to address this issue by placing them in the Growth Strategy to create a virtuous cycle between the environment and growth, against this backdrop of rising momentum of global efforts.
 
 
Afterwards, we held deliberations on the draft action plan of the Growth Strategy.
 
Firstly, we must materialize Society 5.0. More specifically, we will develop rules for the digital market and, in the area of mobility, amend the bills related to paid transportation services using private cars.
 
Secondly, we must proceed reforms of Japan’s social security system to one that is oriented to all generations. Turning our eyes to the 100-year life society, we will develop a legal framework to secure employment until the age of 70. In addition, we will also fundamentally enhance the subsidy programs aiming at the strengthening of disease prevention and preventive nursing care for non-communicable diseases and others.
 
Thirdly, amidst the population decline, we must sustain relevant infrastructure that supports daily lives in local communities. To this end, we will include special provisions to the Antimonopoly Act to sustain bus services and local banks. The Growth Strategy is the engine that drives Abenomics. Amidst the era of dynamic changes, which we can call the Forth Industrial Revolution, we must implement bold policies that are not constrained by conventional thinking so as to ensure flexible movement of human resources and funding. I ask Minister Motegi to advance such coordination based on today’s discussions, aiming for a swift Cabinet decision on the action plan.
 
In doing so, we will take into careful consideration the various views and requests that we have received from the nine private sector experts today.”
