On May 31, 2019, Prime Minister Shinzo Abe held the second meeting of the Council on Economic and Fiscal Policy in the first year of Reiwa at the Prime Minister’s Office.
 
At the meeting, a discussion was held on social security, which is one of the thematic topics of the Integrated Economic and Fiscal Reforms, and other issues as well as on reforms towards next-generation administrative services and on the Outline of the Basic Policies.
 
Based on the discussions, the Prime Minister said,
 
“Today we first held discussions on social security. It is important to implement the reforms in the field of social security steadily in line with the New Plan to Advance Economic and Fiscal Revitalization, as we have discussed up to this point. In particular, regarding the realization of Community Health Care Visions and the full operations of a nationwide health information network, I would like for Minister of Health, Labour and Welfare Nemoto to ensure steady implementation by supervising its progress properly. .
 
Afterwards, we discussed next-generation administrative services. The expert members proposed that Japan should work on the materialization of Society 5.0, driven by digitization, with a sense of urgency so as not to fall behind the rest of the world. I agree entirely with them. Now is the time for the Government to exert its efforts to materialize Society 5.0. To begin with, as the old saying goes, ‘start from yourself.’ I would like the Chief Cabinet Secretary and others to exercise strong leadership so that national and local governments take the lead in the digitization of administrative services, while relevant ministers including Minister Hirai and Minister Ishida to resolutely work on it.
 
Lastly, the Outline of the Basic Policies was proposed. I would like Minister of State for Economic and Fiscal Policy Motegi to present a detailed draft based on today’s discussions so as to compile the Basic Policies next month.”
