[Provisional Translation]

On December 1 (local time), Prime Minister Shinzo Abe, who is visiting Buenos Aires in the Argentine Republic to attend the G20 Summit on Financial Markets and the World Economy and other events, held talks with the Rt Hon Theresa May MP, Prime Minister of the United Kingdom of Great Britain and Northern Ireland. Subsequently, the Prime Minister held talks with H.E. Mr. Recep Tayyip Erdoğan, President of the Republic of Turkey. Afterwards, the Prime Minister held talks with H. E. Mr. Donald Tusk, President of the European Council, and H.E. Mr. Jean-Claude Juncker, President of the European Commission.

Around noon, the Prime Minister attended the third session (working lunch). In the afternoon, the Prime Minister attended the closing session, where the communique was adopted and H.E. Mr. Mauricio Macri, President of the Argentine Republic, delivered closing remarks.

Following that, the Prime Minister held talks with H.E. Mr. Vladimir Vladimirovich Putin, President of the Russian Federation.

Thereafter, the Prime Minister held talks with President Macri and attended the signing ceremony of the Japan-Argentina Investment Agreement and the closing ceremony of the 120th Anniversary of the Establishment of the Diplomatic Relations between Japan and Argentina.

At the closing ceremony, where President Macri of Argentina delivered his closing remarks, Prime Minister Abe said,

“We, the G20, as the countries leading the global economy, have a responsibility to candidly discuss global issues and find the solutions. In an era where there are various concerns over the future prospects and sustainability of the global economy, our responsibility is only growing in importance. At the G20 Osaka Summit next June, I will set our goal to materialize a free, open, and inclusive and sustainable future society and promote efforts to this end, through our development efforts centered on the Sustainable Development Goals and contributions to addressing global issues, along with driving the world economy through the promotion of free trade and innovation as well as simultaneously achieving economic growth and inequality correction.

At the same time, Japan is a forerunner in dealing with various challenges, such as the aging of society, and energy and environmental problems. We intend to lead efforts to overcome these issues, which many other countries will also deal with in the future. To that end, we will promote discussion towards the realization of a people-centered society that can simultaneously achieve both economic growth and solutions to social issues through the use of innovative technology, such as artificial intelligence and robotics, and a society in which all people, including women, the young, the elderly, and people with disabilities, are able to actively participate. In addition, we will carry on the issue of infrastructure for development, which Argentina has raised as a priority issue, and strengthen connectivity through high quality infrastructure, an initiative that Japan has been promoting. Furthermore, we will also promote the provision of global public goods such as global healthcare, which is indispensable to the growth of the global economy. In the field of energy and the environment, it is necessary for us to actively incorporate private investments in these fields and create a virtuous cycle for the environment and growth, rather than seeing it as two choices between environmental conservation and economic growth. From those perspectives, I would like to hold constructive discussions on the contributions of the G20 on global issues, such as climate change and plastic waste in the oceans. I hope to lead the G20 Osaka Summit to success, obtaining support from all the G20 leaders.

Osaka was recently selected to host the 2025 World Exposition, thanks to the support of many countries. Even within Japan, which has a rich food culture including sushi and tempura, among other foods, Osaka is particularly renowned for its delicious cuisine. It is also an excellent sightseeing area with a wealth of history and traditions. I hope that you will enjoy your stay there. The people of Osaka, who are very warm and welcoming, are sure to greet everyone with great hospitality. I look forward to seeing all of you in Osaka next June.”
