On November 7, 2017, Prime Minister Shinzo Abe conducted a drill for countermeasures against novel influenza and other diseases at the Prime Minister's Office.
 
The drill was based on a scenario in which novel influenza patients are detected within Japan, thereby requiring the implementation of emergency measures in certain areas.
 
During the drill, there was first a report on the state of the outbreak of novel influenza within Japan from the Minister of Health, Labour and Welfare, followed by a statement from the Chair of the Advisory Committee on Basic Action Policies on whether or not the incident met the criteria to be declared an emergency situation. The Prime Minister then issued a declaration of an emergency situation as the head of the National Headquarters for Countermeasures.
 
Next, there was an explanation of a proposal on changing basic action policies by the Deputy Chief Cabinet Secretary for Crisis Management. Afterwards, the following ministers reported initiatives to be taken at their designated ministries and agencies: the Minister of Health, Labour and Welfare; the Minister for Internal Affairs and Communications; the Minister of Education, Culture, Sports, Science and Technology; the Minister of Agriculture, Forestry and Fisheries; the Minister of Land, Infrastructure, Transport and Tourism; and the Chairperson of the National Public Safety Commission. Following that, the changes to basic action policies were approved.
 
Lastly, the Prime Minister issued instructions to each minister, and then the drill was concluded.
