Prime Minister Shinzo Abe attended a briefing on the discussions of the ruling coalition on the development of security legislation, at the Prime Minister's Office.

The Prime Minister said in his address,

"Based on a strong coalition that has overcome many hardships over the years, the Liberal Democratic Party (LDP) and New Komeito have always conducted thorough discussions even on issues over which our opinions differed, and have made major achievements for the nation and the people.
This is precisely due to the fact that the LDP and New Komeito share a sense of responsibility to fully meet the public mandate, and, needless to say, because strong trust exists between Chief Representative Yamaguchi and myself.
In May, the Advisory Panel on Reconstruction of the Legal Basis for Security presented recommendations on what the Government should do to protect the lives and property of the Japanese people, which was a culmination of two and a half years of study.
Given that the security environment surrounding Japan has fundamentally transformed , we must not ignore the challenges we face, nor delay our response. As members of the Government and the ruling parties, we have the major responsibility of securing the lives and peaceful livelihood of the Japanese people .
Sharing this recognition, today you have reached a conclusion following 11 rounds of intensive discussions among the ruling coalition.
I would like to express my deep respect to everyone who took part in the discussions for your strong sense of mission and responsibility.
I would just like to take this opportunity to make two remarks.
The first is that today's Cabinet decision does not in any way change the principles of the Constitution. In all cases, measures for self-defense  will be limited to the minimum extent necessary .
The second remark I would like to make is that today's Cabinet decision is intended for making all necessary preparations to secure the lives and peaceful livelihood of the people under the existing Constitution.
This is all about protecting the people. That is the one and only purpose of the Cabinet decision.
It was truly thanks to the careful and detailed efforts that took place during the discussions among the ruling collation that this was made clear. I would like to express my profound gratitude for your efforts.
Following this briefing, I will hold a press conference and explain to the people directly the intentions behind the Cabinet decision.
This Cabinet decision marks a new beginning.
The understanding of the people is absolutely essential, and the Government and ruling parties will continue to make concerted efforts to obtain the further understanding of the people.
We must also develop the relevant legislation to secure the lives and peaceful livelihood of the people. The Government will be working closely with the ruling parties to jointly implement the development of legislation, and I would like to ask for your continued cooperation.
Last but not least, I would like to express my heartfelt appreciation to the members of New Komeito for carrying out truly sincere discussions and extensive debates regarding the principles of the Constitution, as I noted moments ago, and also regarding consistency and legal stability for the Government’s constitutional interpretation , which has allowed us to draft this Cabinet decision."
