Prime Minister Shinzo Abe held the second meeting of the National Resilience Promotion Headquarters at the Prime Minister’s Office.
During the meeting, the Assessment of Vulnerability to Large-scale Natural Disasters and opinions from local governments and private-sector organizations were discussed.
Based on the discussion, the Prime Minister said in his address,
“The vulnerability assessment carried out recently is similar to a “health checkup” for the entire nation that comprehensively evaluates whether Japan’s government administration, spanning from the police and fire departments to finance and telecommunications, can properly cope with a large-scale disaster.
I would like you to fully reflect the findings in the basic plan for national resilience and take a strategic approach while identifying the priority areas.
It will also be vital for not only the national government, but local governments and private- sector businesses, for example, to make active efforts toward achieving national resilience.
I would like to ask you to hold discussions towards formulating a basic plan that encourages these types of diverse and independent initiatives, while fully taking into account the range of opinions we have recently heard.
I would also like to ask relevant ministers to work together with a diverse group of actors to thoroughly promote both hard and soft national resilience measures, while at the same time striving to disseminate information to the people in a manner that is easy to understand.”
