Prime Minister Shinzo Abe held the tenth meeting of the Headquarters for Japan's Economic Revitalization at the Prime Minister's Office.

During the meeting, discussion took place on the National Strategic Special Zone.

Based on the discussion, the Prime Minister said in his address,

"The Abe Cabinet's mission is to draw out Japan's potential to the greatest possible extent. We have to strengthen the competitiveness of companies, encourage investment from overseas, expand the employment of hardworking people, and thereby, increase their incomes. The most important initiative for this endeavor is bold regulatory and institutional reform. The National Strategic Special Zone will be a breakthrough for this reform.
Thanks to the cooperation of relevant ministers, an outline of items for consideration has been compiled relating to regulatory and institutional reform which are necessary 'to form international cities whose environment is one of the most attractive in the world,' and 'to establish an international base for innovations.' 
First, to submit the bill on the National Strategic Special Zone to the current extraordinary session of the Diet, I would like to ask Minister Shindo to take the lead in working quickly to create a bill in accordance with the outline of the items for consideration.
This is no more than the first step. After we submit the bill and get it passed, we will then enter the process of the specific steps involved to realize the National Strategic Special Zones. At that point, as private companies and communities raise new issues, further challenges to regulatory and institutional reform will inevitably emerge.
There is no end to the regulatory and institutional reform of the Abe administration. I would like you all to take this understanding with you. I ask relevant ministers to continue to proactively pursue regulatory and institutional reform with the aim of turning Japan into the easiest country worldwide in which to do business. Thank you for your cooperation."
