Prime Minister Shinzo Abe held the sixth meeting of the Council for Science and Technology Policy in 2013 (112th in total) at the Prime Minister's Office.

During the meeting, the Comprehensive Strategy on Science and Technology Innovation was compiled, and discussion was held on the formulation of a New Low-carbon Technology Plan (tentative title).

Based on the discussion, the Prime Minister said,

"Today, this meeting compiled the Comprehensive Strategy on Science and Technology Innovation. I want to again offer my thanks for the spirited discussions over the last three months. I also want to make four points today.
First, more than anything, it is important that we resolutely execute the comprehensive strategy compiled today and reflect it in the Growth Strategy and other policies. I would like the Council for Science and Technology Policy to aim to formulate an action plan during July, follow up on the state of policy execution, and establish an annual PDCA cycle.
Second, I would like to request in particular the swift realization of the Innovative R&D Support Program and Strategic Innovation Creation Program to be established from now in order that the policies contained in the comprehensive strategy can be effective and produce innovation at the earliest possible date.
Third, in regard to the reconsideration of R&D corporations, I would like this council to think from the perspective of places actually doing R&D, collaborate with relevant ministries, and advance discussion quickly in order to realize a 'country that is best suited for innovation in the world.'
Fourth, today's comprehensive strategy has set out the direction for strengthening the Council for Science and Technology Policy's functions as a control tower. The execution of that policy is the next issue for us. I request cooperation with relevant ministers toward the fulfillment of the budget and administrative system that is needed in order to strengthen this council's functions as a control tower."
