Prime Minister Shinzo Abe held the fifth meeting of the Council for Science and Technology Policy in 2013 (111th in total) at the Prime Minister's Office.

During the meeting, discussion took place on the Comprehensive Strategy on Science and Technology Innovation (draft).

The Prime Minister said in his address,

"We are now about to begin compiling the growth strategy. My keywords for the growth strategy are: challenge; open; and innovation. Science and technology innovation is the driver of economic revitalization.
The 'Comprehensive Strategy on Science and Technology Innovation' to be discussed today will serve as the principal guidelines for innovation. I would like the Council to create a strategy that will give the Japanese people a clearer picture of the new science and technology innovation policy of the Abe Cabinet. I ask for everyone's extensive cooperation for incorporating this strategy into the growth strategy.
Secondly, I would like the relevant Cabinet members to swiftly compile a final draft regarding the framework for the cross-ministry research and development program, which I asked for at the previous meeting of the Council."
