Prime Minister Shinzo Abe held the sixth meeting of the Council for the Implementation of Education Rebuilding at the Prime Minister's Office.

The Prime Minister received a second proposal.

Upon receiving the second proposal, the Prime Minister said in his address,

"The Council has just compiled its second proposal for which I would like to extend my profound gratitude. I would also like to say a few words.
The system of the board of education was established in 1948. More than half a century has already passed since the system was changed from the popular election system to the current appointment system in 1956.
Despite the numerous issues which have been raised, drastic reforms have yet to take place. Today, it was proposed that the nature of the board of education be reformed, and that its authority and responsibilities be unified under the head of the board of education who is appointed by a representative of the local government. I am convinced that this proposal will largely transform the fundamental structure of the regional education administration, and in turn, lay down a foundation for the rebuilding of education.
In accordance with today's proposal, I ask Minister of Education, Culture, Sports, Science and Technology Hakubun Shimomura to instruct that immediate steps are taken to design a detailed system for the revision of the law.
The Council will next discuss university education and the fostering of global human resources.
The strength of our universities is the strength of our nation. Japan will not advance unless we enhance the strength of our universities.
I ask for the continued cooperation of the Council members in sharing your frank opinions and proposals from a diverse point of view regarding the modality of our universities going forward."
