Prime Minister Shinzo Abe held the fifth meeting of the Council for the Implementation of Education Rebuilding at the Prime Minister's Office.

Discussion took place on the system of the board of education.

The Prime Minister said in his address,

"Today I would like this meeting to consider the draft proposal for the reform of the system of the board of education.
The rebuilding of education will give a helping hand to children, making it possible for them to follow their own paths with the resolve to realize their dreams.
The role of education is to provide a means by which each person can live a better life by drawing out the full potential of children and helping them to self-actualize while contributing to society. The rebuilding of education is a process meant to reform the situation in which this role is not being sufficiently realized.
To that end, there is a need to establish a system of responsibility at the core of education administration. I believe that the reform of the board of education will be the foundation for the rebuilding of education.
I also believe that we must undertake the fundamental reform of the board of education in order to respond appropriately and promptly to problems taking place in the actual places of education, and in the event that the regional education administration will not respond responsibly, the national government needs to take on a certain amount of responsibility to rectify the situation.
I ask for everyone's cooperation as we work to finalize the proposal in order to resolutely change education in the way it should be changed."
