Prime Minister Shinzo Abe held the sixth meeting of the Headquarters for Japan's Economic Revitalization at the Diet Building.

Discussion took place on reform policies related to the electric power system and the previous two meetings of the Industrial Competitiveness Council.

Based on the discussion, the Prime Minister said in his address,

"Based on the discussion in the Industrial Competitiveness Council, I want the relevant ministers, under the skilled coordination of Minister in charge of Economic Revitalization Amari, to specify our policy response in the following direction.
It is required to realign the industrial structure, and enhance the flow of people, goods, and money. I would like to position the period five years from now as the 'period for urgent structural reform,' wherein the industrial reorganization, business reconstruction, starting of new business and new investments are promoted, and I want to input every policy resource intensively for this.
The major tenant of the Abe administration's employment policy is the promotion of a smooth transfer of labor, from a mature industry to a growing industry, without people losing jobs. In relation to employment support policy, I want Minister of Health, Labour and Welfare Tamura to establish concrete measures for shifting policy from focusing on employment maintenance, for which we have done too much, to focusing on labor transfer.
Childcare waiting lists are a pressing issue. I want to ask Minister Tamura to specify fundamentally reinforced and accelerating policies to resolve this. At the same time, I ask Minister of State for Gender Equality Mori to reinforce comprehensive measures to increase opportunities for active participation by women.
The continued expansion of new growth fields is vital for the realignment of the industrial structure. The fields of 'good health and longevity' and 'energy' are extremely important. 
In order to accelerate innovation in the medical field as well, it is essential that there be the establishment of a control tower functioning for the unified management of research and clinical studies as well as the unified allocation of research expenditures. I want the relevant ministers to cooperate under the coordination of the Chief Cabinet Secretary to swiftly compile thorough, concrete policies.
In the energy field, it will be crucial to first specify electric power system reform according to reform policies. I request that Minister of Economy, Trade and Industry Motegi work toward quickly submitting a bill to the Diet. In addition, I want Minister of the Environment Ishihara and Minister Motegi to cooperate toward promoting matters including the clarification of the procedure for environmental impact assessment, even before the target date of May, in order to utilize environmentally-friendly, high-efficiency coal-fired power.
I have issued concrete instructions as outlined in the material that has been given to you, including the aforementioned points. I expect a prompt response from all relevant ministers."
