Prime Minister Shinzo Abe held the second meeting of the Council for the Implementation of Education Rebuilding at the Prime Minister's Office.

Discussion took place on the issues of bullying and corporal punishment.

The Prime Minister said in his address,

"I consider that the issue of bullying is an issue related to how a person should live and comport themselves. I believe it is important that we make consideration from the perspective of what is necessary for nurturing the awareness of the importance of discipline and rich humanity among children, and to improve moral education.
At the same time, I consider that it is necessary that the entire society, including households and regions, face this problem while developing a school system that does not tolerate bullying and corporal punishment.
Education rebuilding is just at the stage of implementation. Consequently, the term 'Implementation' is used for the name of this Council. From now on, based on the discussion, I am determined for the entire Cabinet to put effort into improving the countermeasures against bullying, and to also put them into law in cooperation with the ruling parties, in a speedy manner."
