Prime Minister Shinzo Abe held the Education Rebuilding Implementation Council at the Prime Minister's Office.

The Prime Minister said in his address,

"Rebuilding education is the top prioritized issue of Japan, along with the revival of economy. Naturally, it is the top prioritized issue of the Abe administration. In order to restore a "strong Japan," it is essential to rebuild the education of children, who will take on the future of Japan. The ultimate overarching goal of rebuilding education is to ensure the opportunity for acquiring academic ability and awareness of the importance of discipline at the world's top level.

The First Abe Cabinet had revised the Basic Act on Education for the first time in about 60 years, and clearly stated items such as "nurturing rich emotion and morals," "respecting tradition and culture and developing an attitude of love for country and homeland" as educational goals. In the Education Rebuilding Council, measures related to rebuilding education were discussed by the entire society, and achieved outcomes such as the establishment of the three acts on education, including the School Education Act in order to realize the revised Basic Act on Education, and the implementation of the national assessment of academic ability for the first time in about 40 years.

However, unfortunately, it cannot be said that the ideas in the revised Basic Act on Education have been realized in the actual places of education. I strongly believe that tragic cases where the precious lives of children are lost because of bullying or corporal punishment should never be repeated. I once again deepened my determination to put my effort into rebuilding education. In this Second Abe Administration, I appointed Mr. Shimomura, Minister of Education, Culture, Sports, Science and Technology, to also hold the position of the Minister in charge of Education Rebuilding, and prepared a system for the entire Cabinet to put effort into rebuilding education.
In this Education Rebuilding Implementation Council that I am hosting, I am thinking of strongly carrying forward the implementation of education rebuilding together with you. I would like to ask for your cooperation."
