Council of New Form of Capitalism Realization

On April 17, 2024, Prime Minister Kishida held the 26th meeting of the Council of New Form of Capitalism Realization at the Prime Minister’s Office.
 
At the meeting, the participants discussed a strategy for the revitalization of the contents industry through public-private collaboration.
 
Based on the discussions, Prime Minister Kishida said:
 
“Today we invited Director Koreeda, who won the Palme d’Or at the Cannes International Film Festival in 2018, and Director Yamazaki, who received the Academy Award for Best Visual Effects for Godzilla Minus One the other day, to express their views on the actual situation in production scenes and points of discussions for overseas expansion, among other topics, as persons of reference with detailed knowledge of production scenes, and then held discussions on the contents industry based on their opinions.
 
Anime, movies, music, games, manga, broadcast programs, and other contents are assets that Japan should take pride in, and the source of content competitiveness is shifting to individual creators with technological advancement.

With the cooperation of the Japan Fair Trade Commission, we will conduct a fact-finding survey to ensure proper contracts, and in light of the results, we will aim to formulate guidelines to prevent the abuse of a superior bargaining position and show that any violation of the guidelines would potentially constitute a breach of the Antimonopoly Act.
We will build a business model to return profits to the production side through public-private initiatives.
 
In addition, with a view to promoting overseas expansion, we will fundamentally strengthen the exhibition function at international trade fairs and global film festivals as well as support to help production companies to expand their business overseas. At the same time, we will provide young creators with support for their study abroad, develop places of learning in Japan, and take other measures.
 
We will make government-wide efforts to formulate a strategy for the revitalization of the contents industry through public-private collaboration toward the revision to an implementation plan this spring, with the aim of building a sound public-private partnership under which the public sector will improve environments but will not interfere with content production in the private sector.”
